About the Ballot Question

On Tuesday, November 4th, Randolph residents will be asked to vote on a ballot question regarding reforming the Town's Charter. Both issues are combined into one question as they both relate to professionalizing the Town Council/elected officials. The ballot question will make two key updates:

Clarifies how the Town Council calls special meetings. This is important because the bond agencies use this as part of their rating when issuing us a credit score, and subsequently, our interest rate.

Provides the Town Council/School Committee with minor compensation/stipend. This compensation is minor (annually it is $5,000 per Town Councilor—with the Council President and Vice President receiving $7,500 and $6,500 respectively—and $1,500 for School Committee Members) and are a fixed stipend.

Why vote YES?
Special Meetings: ​​​​

​The rules around special meeting are built within our charter, which means it needs to go before voters to change or update. This update would ensure that clear rules for calling special meetings are in place--the current language is ambiguous. That ambiguous language puts our bond rating in jeopardy of being downgraded, which could lead to higher interest rates for the Town. Clarifying this language is essential.

Compensation:

The Randolph Town Council is one of the only bodies in our region that does not pay Councilors. Braintree, Weymouth, and Quincy all provide a minor stipend to Councilors. We are only one of three (3) cities/towns with our form of government that do not pay Councilors.

Compensation allows Town Councilors to receive creditable years of service. For someone who works professionally in municipal government outside of their role as a Councilor, this is a huge benefit with no cost to the Town. This will help draw more experienced public servants who work for the federal, state, and local governments to participate as Town Councilors.

Compensation will attract more candidates to these seats that often go unchallenged for years. It allows working professionals, working parents, and those who would not be able to serve without financial assistance to participate in our local government.

The total amount for Town Councilors and School Committee Members is .01% of the Town’s budget. In other words—it is equivalent to 1/10th of a penny (1₵). Town Council/School Committee Members put in the equivalent of a part-time job, and minor competition reflects the amount of work that is put in.

Town Councilors and School Committee Members CANNOT vote themselves an immediate pay raise. Any increase would take effect in their next term and require public input, allowing voters to decide if it was appropriate. Residents also have the option to rescind any decision the Town Council makes through ballot initiative. The Town Council and School Committee would NOT be eligible for health insurance.

Compensation will increase accountability, investing residents more in local government. It will also increase professionalism amongst the bodies with more oversight and accountability.​

Quick Facts:

Town Councilors/School Committee Members CANNOT raise their salaries in their current terms or without public input. ​

Town Councilors/School Committee Members WOULD NOT be eligible for health insurance benefits

Town Councilors WOULD be eligible for creditable years of pension service (not currently eligible without compensation) that costs the Town zero. ​
